Full Outlook clients are unable to get email from outside of the Los Rios networks

Any users running the full Outlook client from outside of Los Rios (home network, Panera, Starbucks, etc.), will not get any updates on their Outlook client until they return to a Los Rios network. If they are running their client in cached mode, they will see any cached emails and be able to queue up their responses. Those emails will deliver when the device connects to a Los Rios network.
